Silas, a rag-and-bone boy, survives by scavenging the city's streets and beachcombing along the wild sea. After a fierce storm, he discovers an injured mermaid—a fierce girl with a tail and claws—on the shore. Offering her shelter, Silas soon faces danger from ruthless gangs who see the mermaid as a means to untold riches.
