What is The birthday kitten about?

Sam and Rosie are hoping for a kitten or puppy for their birthday, but their parents say they must wait until their baby sister is older. Then, while playing by the pond with Sam’s sailing boat, the twins spot a struggling bag in the water. Inside is a tiny, frightened kitten, cold and hungry. They secretly take him home and try to care for him, but soon face difficult questions: who put the kitten in the pond, and can they keep him safe?
