In 1907, fourteen-year-old Laura Perryman lives on Bryher, one of the stormy Isles of Scilly. Her twin brother, Billy, runs away to sea, leaving Laura devastated. A fierce storm then ravages the island, destroying homes and livelihoods. Just when hope seems lost, the ship Zanzibar is wrecked on the island's rocks, bringing unexpected changes to Laura's life and the community.
